Karaf 2.2.3 fail to load org.bouncycastle.*

while put the bouncycastle jar package into the jre/lib/ext or karaf_root/lib/ext

and modified the config.properties in karaf_root/etc/ followed the karaf2.2.3 manual pdf.

Karaf 2.2.3 fail to load org.bouncycastle.*.

but karaf 2.2.2 is ok.

is it something wrong?
