Static content Cache-Control where to add?

This is probably the wrong place to ask, but I do not know which component is responsible for adding Cache-Control headers for static content. I suppose jetty, but where or how to add it globally I do not know. I tried adding a RewriteHandler / HeaderPatternRule but it seems to be ignored.

Any help will be appreciated.
